2010 US Public Sector Business Consulting Services Rates Increase by 3.5 Percent

Rates for business consulting services provided to US public service organizations in 2010 increased by 3.5 percent over 2009 levels. The mean hourly rate for services across all categories was a little under $200. But less than one-fifth of business consulting services firms included executive-level positions in their negotiated rate schedules. This Research Note summarizes our analysis of rates for the business consulting services category under the US GSA's Schedule 874, Mission Oriented Business Integrated Services (MOBIS). It also analyzes the consolidated hourly rates of each firm within MR's 8 labor rate categories, including details on the categories themselves, for the top 5 percent of the 2,000 firms providing related services. IBM to Revamp U.S. General Services Administration's Acquisition and Procurement System

MR - The U.S. General Services Administration (GSA) has awarded IBM a services contract to modernize the system that federal agencies and their suppliers use to source equipment, supplies, information technology (IT), and telecom services. Clemente - Forty-five percent of U.S. middle-market companies say the process of "strategic diversification" is a main driver for retaining consultants and other professional services firms, according to the findings of a recent study by Clemente Communications. More than 36 percent rank complications in R&D/new product development as a primary concern, and nearly 33 percent voice fear about delays in new product launches. Capgemini Holds FairPoint Hostage for $30 Million Preference in Bankruptcy

MR - FairPoint Communications, who filed a U.S. bankruptcy petition in late October, has agreed to settle its fee dispute with Capgemini for $30 million in cash. Half that amount has been paid and the other half is due and payable by 31 December. An additional $20 million will be treated as unsecured debt. Unsecured creditors, bondholders, shareholders, and union members are starting to question FairPoint's decision to compensate consultants, attorneys, executives, and secured lenders with cash, leaving little for them. The fact that Capgemini was able to threaten to cancel its 2009 IT services agreement and get such a large percentage of what it was owed as an unsecured creditor in cash has rankled some stakeholders. U.S. Office of Federal Procurement Policy Proposes New Contractor Regulation Limiting Personal Conflicts of Interest

MR - The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to amend the "Federal Acquisition Regulation" to address personal conflicts of interest by employees of government contractors as required by the Duncan Hunter National Defense Authorization Act (NDAA) for Fiscal 2009. The NDAA calls for the Office of Federal Procurement Policy (OFPP) to develop a policy to prevent personal conflicts of interest by contractor employees performing acquisition functions. It also requires OFPP to develop personal conflicts-of-interest clauses for inclusion in solicitations, contracts, task orders, and delivery orders. . . . More

Optimism in Global Economies Continues to Grow Among U.S. Industrial Manufacturers

PwC -- Optimism in the U.S. and global economies among U.S.-based industrial manufacturers is on the rise and a turnaround is expected over the next 12 months, according to the PricewaterhouseCoopers third-quarter Manufacturing Barometer report. While only 7 percent of those surveyed expect their organizations to recover from the recession by the end of 2009. Sixty-eight percent expect their business to recover by the end of 2010. Concern about market demand remained the chief barrier to growth over the next 12 months, but concern about legislative, regulatory, and taxation policies increased significantly. Companies planning major new capital expenditures over the next 12 months were up to 37 percent, but the level of projected spending dropped sharply from 6.2 percent to 3.9 percent of sales. The categories of expenditures selected by more than a third of respondents include new product and service introductions, research and development, and business acquisitions. . . . More

Risk of Procurement Waste, Abuse, and Fraud Poses Heightened Threat

An analysis of National Procurement Fraud Task Force data by PricewaterhouseCoopers (PwC) found that the most prevalent types of procurement fraud schemes prosecuted were bribery, bid rigging, embezzlement, money laundering, and false claims. Bribery accounted for 27 percent of the schemes identified.
