CIBER to Exit US Federal Services Marketplace

IT consulting, services and managed services firm CIBER, Inc. (NYSE: CBR) has agreed to sell its Federal Division and associated assets to Veritas Capital portfolio company, CRGT Inc. CIBER will receive $40 million in cash, subject to certain adjustments. CRGT is a leading provider of emerging technology solutions for US Federal clients. Veritas Capital acquired CRGT in 2008, when it was spun out of CherryRoad. CIBER says it is selling the operation to refine its strategic focus, and mix of industries and service areas. European management and IT consultancy, BearingPoint, has made a controlling investment in business analytics software and services firm, Effiscience. BearingPoint acquired 51% of Effiscience, the parent of HyperCube. The firm says the transaction will help it address business performance challenges facing clients as they figure out how to more effectively process the ever-expanding stores of data generated by business processes. The HyperCube non-statistical approach to data analysis has incorporated more than fifteen years of advanced mathematical research into its development. Arthur D. Little Completes Global Management Buyout; Again Owned By Partners

Arthur D. Little successfully completed its Management Buy-Out (MBO) with Altran Technologies on 30 December 2011. ADL, now in its 125th year in various forms, was founded in 1886 and was the world's first management consulting firm. The transaction returns ADL to a global private partnership, with all equity held by its Partners. The MBO deal includes all worldwide offices and retention of the Arthur D. Little brand. The firm says the financial commitment required from Partners was oversubscribed and Altran will provide vendor financing to support the firm's development in the years ahead. ADL now has around 1,000 staff serving clients in 20 countries. The firm provides services in the areas of strategy, technology and innovation. KPMG Advisory Practice Grows 2.5 Times Faster than Audit in 2011; $2 Billion Management Consulting Business Up 29%

MR - KPMG International's advisory practices grew at 14.76% in fiscal 2011, for the period ended 30 September. That was 256.7% faster than the firm's global audit businesses grew. KPMG says its global management consulting practices had fiscal 2011 revenue growth of 29% in US dollars and 24% in local currency terms. KPMG has built its $2 billion management consulting business in just six years. Its acquisition of EquaTerra in 2011 dramatically increased the firm's outsourcing and shared services advisory practice. Revenues increased across each of KPMG's geographic regions. Asia Pacific growth was 16.6% in US dollars. Americas revenues were up 10.7%. Europe, Middle East and Africa, including India, increased by 7.7%. Much of the geographic expansion occurred in high growth markets. India was up 25% and Brazil 22% in local currency terms. Oracle to Pay $199.5 Million to Settle Claims Involving Software and Support Services Procurement Violations

MR - Oracle has agreed to pay $199.5 million plus interest for failing to meet its General Services Administration (GSA) contractual obligations. The Oracle settlement is the largest False Claims Act resolution ever obtained by the GSA. The agreement relates to a contract entered into with Oracle in 1998 to license software and technical support services to government entities through the GSA's MAS program. Former Oracle employee, Paul Frascella, will receive $40 million as his share of the recovery in the case. The settlement resolves his lawsuit filed on behalf of the US government under the whistle-blower provisions of the False Claims Act. Accenture Posts Record Fiscal 2011 Q4 Results; 2011 Consulting Bookings Increase by 21 Percent

MR - Accenture has set a number of new records in Q4 and fiscal 2011 for the period ended 31 August. Accenture's fiscal 2011 Q4 net revenues were $6.7 billion, an increase of 23% in US dollars and 14% in local currency compared with the same 2010 period. Operating cash flow was $1.4 billion and free cash flow was $1.2 billion, both quarterly records. New bookings were $8.4 billion, Accenture's highest quarterly bookings in the firm's history. Consulting net revenues for Q4 were $3.9 billion, an increase of 25% in US dollars and 16% in local currency, compared with the fourth quarter of fiscal 2010. Consulting net revenues for fiscal 2011 were $14.9 billion, an increase of 21% in US dollars and 17% in local currency compared with fiscal 2010. Accenture finished fiscal 2011 with 236,000 people serving clients in more than 120 countries, with global net revenues of $25.5 billion (US). Accenture's extraordinary performance seems contrary to the global economic picture and economic projections for many of the markets it serves. Accenture's strategic focus remains clearly on the world's top performing and fiscally stable companies, who themselves are performing well in tough economic times. Accenture is also benefiting from a sourcing and procurement trend in management and IT consulting, outsourcing, and technology-based services where clients are rationalizing suppliers and placing more business with a smaller number of strategic suppliers. MR - The forced departure of Leo Apotheker as Hewlett-Packard's controversial Chairman and CEO was expected. His replacement, however, Meg Whitman, was a surprise. Whitman's background includes holding onto the reigns of a massively successful eBay for 10 years after it had become one of the most successful start-ups in history; executive stints at Disney, FTD, Stride-Right and Hasbro; work as a strategy consultant and firm executive at Bain & Co.; and most recently, in a costly failed bid to become Governor of California. She has been on HP's board for less time than Apotheker was at the helm. That would be 11 months for Apotheker, if you count his first several months in hiding to avoid an Oracle subpoena in the SAP Tomorrow Now case. That litigation cost his former employer $1.3 billion, in the largest copyright infringement damages award in U.S. history by nearly a factor of ten. Deloitte Announces Record Fiscal 2011 Revenues; Consulting Proportion of Business Continues to Grow Rapidly

MR - Deloitte has announced fiscal 2011 aggregate member firm revenues of $28.8 billion for the year ended 31 May. It was the highest revenue ever recorded by Deloitte's global member firm network. The functional areas leading Deloitte's growth were financial advisory and consulting, which grew 15.1% and 14.9%, respectively. That compares to the audit and enterprise risk services segment that grew by 4.7%, and tax services, which grew at a 5.2% rate. Consulting growth was driven largely by implementation services. Growth areas include integration of regulatory knowledge with strategy, technology, and human capital skills, and post-merger integration, with strong growth in financial services. Financial advisory expansion was fueled by growth in valuation, restructuring, forensic services, analytics, and M&A transaction services driven by investments in emerging markets that included China, India and Brazil. Aggregate revenues grew 8.4% in US dollars and 7.7% in local currency -- the strongest revenue increase since 2008. Compound aggregate growth for 2005-2011 was 8%. Deloitte hired 49,000 professionals and exceeded headcount expectations, adding a net 12,000 jobs globally. Its total professional workforce is now 182,000 globally, and its total workforce is expected to grow to 250,000 professionals by fiscal 2015. Accenture Settles Rille Qui Tam Suit with US DOJ for $63.675 Million

MR - Accenture has agreed with the U.S. Department of Justice to settle a whistle-blower suit filed in 2006 for $63.675 million. The Qi Tam lawsuit was originally filed by Rille and Roberts alleging that Accenture submitted false claims for payment under contracts with US federal agencies for IT consulting and services. The Justice Department characterizes the settlement as Accenture agreeing to resolve the claims that it received kickbacks for recommendations of hardware and software to the government, fraudulently inflating prices and rigging bids. Accenture continues to vigorously deny the allegations and says that the firm and the Justice Department have settled only to avoid the additional time, inconvenience and expense that would come with protracted litigation. The Accenture kickback allegations were part of a larger investigation of government technology vendors that has resulted in numerous settlements to date with firms that include IBM, PwC, CSC, Oracle, Hewlett-Packard, EMC, and Cisco. The total of the settlements paid by IBM, PwC, and CSC were around $6.5 million. That aggregated total was just a fraction of that paid by each of the firms that waited to settle. So there was clearly a significant premium charged to Accenture and the other firms that refused to address the risk early. Accenture's settlement, as well as that of Oracle, were in the range predicted by Monadnock Research in a September 2010 publication. MR - The Sopra Group has announced plans to acquire Delta-Informatique. The proposed deal will be submitted for review to the employee representatives of both firms, and is expected to be finalized by early October 2011. It remains subject to customary approvals. Delta's business and staff would be integrated within Sopra's operation responsible for banking software and services, Evolan. The combined firm will have end-to-end applications for retail banks in France and internationally. Delta's offering serves French-speaking clients in more than forty countries, with a special focus on Europe and Africa. The firm reported 2010 revenue of €33.5 million, and has 285 staff. Maricom, based in Baltimore, Md., supports health IT systems within the US Department of Health and Human Services (HHS). U.S. Armed Services and CSC Agree to Settle Contract Dispute

MR - CSC has reached an agreement in principle with the US Government in a dispute related to contract claims. The case has been pending before the Armed Services Board of Contract Appeals. On 19 November 2010 the government and CSC entered into an non-binding agreement to stay the claims litigation and engage in mediation to resolve the claims and issues associated with the contract. Under the terms of the agreement, CSC would receive a lump sum upfront cash payment of $277 million and a five-year contract extension with an estimated value of $1 billion to continue to support and expand the capabilities of the systems covered by the original contract scheduled to expire in December 2011. CSC currently expects that the settlement will result in a non-cash pre-tax charge to earnings in its second fiscal quarter of approximately $250 million (270 words) . . . More

MR - Accenture has completed its acquisition of Duck Creek Technologies, , a privately held niche provider of software and services to the property and casualty (P&C) insurance industry. The acquisition will strengthen Accenture's capabilities to support P&C insurers of all sizes, particularly within the mid-market. More than 700 consultants joined PwC's global advisory practice in the transaction, including 124 principals.
